Duties

The incumbent is one of the technical specialists who manage and administer with little direct supervision the OpenNet Plus and Internet Local Area Networks (LAN) to include the Wide Area Network (WAN). He performs server and client hardware and software installation, applies network security and Department of State (DoS) standard settings as prescribed, monitors and analyzes network performance and capacity to improve network design and customizes software applications to meet end-users requirements and needs. The incumbent provides end-users support on various applications and software training as required. He provides regional support to the Embassy Branch Office (EBO) Douala, Bangui, and Malabo, as requested by the AF Bureau.

1. Operations 
The incumbent installs and upgrades approved commercial Off-the-Shelf software and DoS in-house software and consular application onto server/client environment. Installs, upgrades, configures and maintains hardware components including servers, workstations, switches, routers, network interface cards, other option cards, printers, scanners (digital senders) and UPS. Configures and maintains server and workstation settings with the latest patches and software releases in accordance with the DoS security guidelines and policies. Performs software updates remotely utilizing SMS Post Admin Tool (PAT). Hyena and spot-checks installation to ensure effective configuration. Creates new accounts, groups and profiles for new arrivals, TDY personnel, and existing users to access OpenNet Plus LAN and/or INTERNET LAN and relevant applications as determined by section chief. Troubleshoots and restores outages within the network and completes network outage report. Contacts IT Service Center HelpDesk, Network Control Center (NCC), Enterprise Network Management Center (ENMOC) and Diplomatic Security (DS) and/or other support desk specialist to resolve complex hardware/software problems or receiving assistance with intricate programming as needed. Installs drops for new computer locations as required, i.e., run, terminate, and test cable installations. Installs and maintains Laptop Encryption application. 30%

2. Analysis, System Performance and Operations 
Updates the Antivirus software and definition files and monitors all sites system to ensure system integrity and improve Post Ipost report. Performs daily, weekly and monthly preventative system maintenance. Reviews logs and Ipost report on a regular basis to check for system anomalies(Vulnerability and compliance check) and takes the proper corrective action. Reports system security-related problem to the ISSO. Monitors the network availably of the DIN, Monitors and Maintains Internet access (IHOP) at the EMR, DCR and other Americans officers’ residences, monitors others internet access (ISP) at the EMR and DCR Ensures scheduled backups are up-to-date and tested as part of the Post contingency plan. 20%

3. Programming and Applications 
Designs, tests and deploys new tools or files to improve end-users work processes. Develops macros, batch scripts, databases and other post-specific applications to meet the needs of customers in accordance with DoS regulations. Troubleshoots software issues and provides application support to users including the operating system, DoS applications and post-specific applications. Proposes and schedules user training as needed. Implements and manages Yaounde’s Web server and databases to be published on the Web server. Periodically updates all settings and links. Ensures information published on the website is current, relevant and accurate. Notifies appropriate sections of outdated information and incorporates changes as required.
Keeps track of expendable supplies and equipment spare parts and makes procurement request when stock is low. Maintains inventory database of all unclassified hardware/software. Makes hardware/software recommendation to management with accompanying cost/benefit analysis. Works with the budget office to update the workload count per agency sheet on a regular basis. 30%

4. Management Advisory 
Keeps track of expendable supplies and equipment spare parts and makes procurement request when stock is low. Maintains inventory database of all unclassified hardware/software. Makes hardware/software recommendation to management with accompanying cost/benefit analysis. Works with the budget office to update the workload count per agency sheet on a regular basis. 10%

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least 3 years of progressively responsible professional experience in computer applications and network design and management, preferably on a multi-subnet environment using Windows 2008, Windows 10 and Windows 7 operating systems, and as well as Microsoft Exchange Server 2013/2010 Messaging systemMicrosoft SQL server 2000/2005 and Microsoft Sharepoint 2007/2010

JOB KNOWLEDGE: In depth understanding of Local Area Network hardware/software components, Microsoft Windows operating systems, Microsoft Exchange Messaging system and capability to self-instruct in the area of application/hardware installation and use.Education Requirements:

A Bachelor’s degree in Computer Sciences is required.Evaluations:

LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English and Level II (Limited Knowledge) Speaking/Reading/Writing French are required. This will be tested.

SKILLS AND ABILITIES: Must be able to manage all aspects of a LAN environment and to work independently and be resourceful in locating and developing sources, contacts, e.g., vendors, bulletin boards, and online technical support. Must possess strong interpersonal skills to work with end-users at all levels at post, as well as Bureau, Department personnel and vendors; considerable verbal and design program development skills to discuss complex problems with non-computer personnel. Must be able to effectively communicate all system-related topics, concerns, or issues to upper management.
