Duties
Incumbent serves as the Environment, Science, Technology, and Health (ESTH) Specialist. He/she is responsible for reports and analysis on events in the ESTH field, including issues pertaining to illegal wildlife trafficking and logging, environmental protection, public health policy, science education, and technology in Cameroon. He/she is also responsible for supporting various U.S. government funded projects, including planning, implementing, and administering programs sponsored by other U.S. agencies. The incumbent must maintain a wide array of contacts in government and civil society.

Environmental Issues: 40%
The incumbent will support overall environmental analysis, reporting, and contact work on a broad range of topics, including domestic and international environmental policy, parks and wildlife management, and sustainable forestry. These portfolios including making contacts, reporting on meetings and significant events, and representing the Embassy at public events.
Development Assistance: 20%
Cameroon receives significant assistance from the U.S. Department of Agriculture, Fish and Wildlife Service, and the Department of State. The incumbent is responsible for liaising with the agencies in order to support the projects as needed, including providing U.S. agencies with analysis of program effectiveness and coordinating with the host government. The incumbent will not make financial decisions about development assistance.
Health Issues: 20%
Cameroon receives significant assistance to combat HIV/AIDS, malaria, and infectious disease. The incumbent, in coordination with the Embassy’s technical advisors, will make contacts, analyze major events, and write reports as directed
Science and Technology Issues: 10%
The Department of State supports multiple science and technology initiatives in Cameroon. The incumbent will be responsible for making contacts in the science and technology sector, analyze major events, and write reports as directed.
Other Substantive Areas of Responsibility: 10%
As Mission priorities change, the incumbent may be responsible for special projects in coordination with other sections or agencies.

Qualifications and Evaluations
Requirements:
EXPERIENCE: At least five years of responsible professional-level experience working in environment, science, technology, or health sectors is required.
JOB KNOWLEDGE: The incumbent must have a thorough understanding of Cameroonian politics, government, and bureaucracy. He/she should understand Mission priorities in the areas of environment, science, technology, and health. The incumbent must understand Embassy reporting needs and procedures and serve as the « institutional memory » for the ESTH office. Job knowledge may be tested.Education Requirements:
A Master’s degree in environmental policy, international development, or economics is required. Evaluations:
LANGUAGE: Level III (Good Working Knowledge) Speaking/Reading/Writing English and French are required. This will be tested.

SKILLS AND ABILITIES: Must be able to maintain a large array of contacts and influence stakeholders to meet U.S. foreign policy objectives. The incumbent should be able to manage multiple projects at one time and demonstrate considerable initiative and creativity when developing new projects. The incumbent must have strong writing skills to craft reports, cables, and memos in English. ESTH specialist must be familiar with the Microsoft Office suite (Outlook, Word and Excel). This may be tested.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Yaounde, Cameroon may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.Other Information:

A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
